Section 2: Kansas E-Titles
The State of Kansas participates in a program called the Kansas E-Title Program. Simply put, this program means that if a vehicle has a loan, Kansas will NOT issue a physical title to your home UNTIL the loan is paid off. For example, if I buy a 2023 Ford F150 on a 60-month car loan, I will not receive a physical title until my loan is completely paid in full.

Section 3: Securing a Loan Company/Lienholder on a Kansas Title
What if you own a vehicle and need to place a loan on it? If you have a clear Kansas paper title or lien release from a previous lender, you will need to give this to your current bank (lienholder) and complete a Kansas Title Application (click here to view). Ultimately, the lienholder is required to file your lien, so if your lien needs to be filed, we advise you to speak directly with your lienholder.

Section 4: Refinancing E-Titles
Heavy Trucks / Mobile Homes / Manufactured Homes (Vehicles over 26,001 pounds)
In Kansas, there is a straightforward title progression for refinancing E-Titles. We have broken that process down in the list below:
New Lienholder/Bank or Customer pays off the current loan.
The lienholder/Bank releases the lien and provides the customer with a lien release.
The customer/new lienholder submits the lien release to the State of Kansas, who subsequently issues a paper title.
The new lienholder then can assign themselves and the customer along with the Application for Duplicate/Secured/Reissue Title (Form TR-720B) and the Form TR-41 POA.
After completing the above forms, attach a copy of the current registration receipt, and the State will process the application for lien filing.
Passenger Vehicles (Vehicles under 26,000 pounds)
The same general rules listed above will apply for vehicles that are under the 26,000 pound threshold. We have listed this process below:
New Lienholder/Bank or Customer pays off the current loan.
The lienholder/Bank releases the lien and provides the customer with a lien release.
The customer/new lienholder submits the lien release to the State of Kansas, who subsequently issues a paper title.
The new lienholder then can assign themselves and the customer along with the Application for Duplicate/Secured/Reissue Title (Form TR-720B) and the Form TR-41 POA.

Section 5: Filing Notice of Security Interest
The formal name of filing a lien in the State of Kansas is called a Notice of Security Interest or NSI. After purchasing your vehicle, your lien is required to be filed within 30 days of the vehicle purchase. To manually file a lien, the Form TR-730 must be completed.
This form can then be mailed to the Kansas Division of Vehicles. Most commonly, the lienholder will file their security interest using an authorized facilitator like J.G. Title Company or will file the lien themselves.
Section 6: Requirements to Release Lien
The term “Releasing a Lien” means that the State recognizes all money owed on the vehicle has been paid back to the lender. After the process of paying off the loan, the paper title will be made available by the State of Kansas. That said, you may be wondering how you prove that you paid off your loan. The State recognizes three different methods of loan repayment verification:
Paper Lien Release: This document is typically issued within 10 days of the final payment of a loan. It will typically have the following items listed:
Vehicle Year
Vehicle Make
Vehicle VIN
Name of Owner(s)
Name of Lienholder Releasing Lien
A statement that verifies that the loan is paid.
A signature of an authorized agent of the lienholder, with the position/title of the signer.
Disclaimer: In states where a lien release is required to be notarized, the lien release must be notarized. For instance, if New York required lien releases to be notarized, and the lienholder is a New York entity, it would need a notarized lien release.
Completed on Title: If the paper title is held by the lienholder, the lien can be completed on the title itself on the designated lien release section of the title.

Section 7: Submitting Lien Release to Obtain Title
After you’ve paid off your loan, there is another step that must be taken to physically obtain the paper title from the Kansas E-Title System. We have compiled a list of the various ways and places to submit and subsequently obtain the paper title, along with time investments for each.
Option 1: County Treasurer - 6-8 week wait period after submission
Option 2: Kansas Lienholder Electronically Releases - Varies based on Lienholder
Option 3: Email State of Kansas - 4-6 weeks after email receipt
Option 4: JGT Electronic Platform - 5-15 minutes submission time, 24-48 hour physical title receipt.
Section 8: Requirements for Lienholder E-Program Participation

Section 9: Requirements for Lienholders to Provide Lien Releases
Per Kansas State Law, after a lien has been satisfied and paid, the lienholder will have 3 business days after the receipt of payment and request for the lien release to deliver the lien release to the requestor only in the event of a direct wire transfer. Any other form of payment, for instance check, ACH, online payment, etc. allows the lienholder 10 business days to issue the lien release.
If a lienholder fails to issue a lien release, a complaint can be filed directly with the State of Kansas using Form TR-156, found of the Kansas Department of Revenue website. We recommend calling the Division of Vehicles to resolve any matters with lienholders.
